Project overview
In 2019, Salford City Council began the process of replacing their legacy Adults' and Children's social care case management systems. System C (Liquidlogic and OCC) were selected as the software suppliers, with the Council deciding to implement:
- Liquidlogic Adults System (LAS)
- ContrOCC Adults Finance System
- Liquidlogic Children's System (LCS)
- Liquidlogic Early Help Module (EHM)
- ContrOCC Children's Finance System
- Portals
ICT Revolutions were soon selected as Salford City Council's implementation partner, and we were given responsibility for the following key deliverables:
- Data Migration
- Liquidlogic and ContrOCC Configuration & Testing
- End-User Training - Virtual Classroom & E-Learning
- Knowledge Transfer
Implementation
Key to a successful implementation is the successful development of a system that supports best practice and process improvement for system users; maximises system functionality to minimise practitioner data entry time; and supports the recording of high-quality data. We brought a wealth of best practice experience from other successful implementations and helped streamline business processes to ensure that new systems are fit for purpose from the start.
Data Migration
ICT Revolutions have developed a set of methodologies and processes that, through repeated deployment, ensure that the programme aims, and objectives are shared and embraced across the whole programme.
ICT Revolutions were wholly responsible for the Data Migration workstream on this implementation. Social Care and Finance data migrations are a complicated and resource intensive process. It is essential that this workstream was adequately supported both by the project and the business in order for it to be a success.
Liquidlogic and ContrOCC Configuration & Testing
We took overall responsibility for the Configuration and Testing workstream. We provided a number of experienced Liquidlogic and ContrOCC product specialists to support the Council with their implementation.
Initial System Design (Pre-Configuration Workshops)
We held pre-configuration briefings and workshops with key management and operational stakeholders, to ensure that the customer understood the products, and could attend supplier-led configuration sessions with the relevant knowledge to make best use of them. This supported the customer to: make any required decisions in advance; understand their options within the context of the system, and make the correct decisions based on their planned and current business processes; and allowing the business to realise the full value of these sessions and send the most relevant attendees. We provided oversight and support throughout the configuration process.
Requirements Gathering and Systems Configuration
We also supported the customer in the identification of business requirements, and in the development of system configurable elements (such as forms, assessments, custom workflows, RAS integration etc.) to meet these needs.
User Acceptance Testing (UAT)
We fully documented all elements of configuration, managed these changes through the User Acceptance Testing (UAT) process and include in all training materials.
ICT Revolutions supported the customer with the development of documentation to support business decisions – for example decision and options papers – using our experience to support your decision-making. We also managed the Change Control process and owned the Log. We managed the reporting and escalation of issues between the customer and systems supplier(s) and supported the customer with the development of post-go-live support, development and change control processes.
End-User Training - Virtual Classroom & E-Learning
ICT Revolutions provided a bespoke, comprehensive training package, from initial planning through to the delivery end-user training, and floorwalking. This included:
- Developing and deploying a Training Needs Analysis survey to identify requirements
- Analysing the results from the survey and producing a bespoke training strategy and plan
- Production of bespoke classroom training materials based on the customers configuration of the new systems
- Production of online tutorials and e-learning to be used during national lockdowns
- Building the training environment(s) by applying local configuration, creating logins, cases and scenarios for delivery of classroom training
- Delivering end-user virtual classroom training and overseeing the completion of e-learning
- Floorwalking support post go-live
Knowledge Transfer
Our delivery model for transition planning and exit strategy ensures a smooth handover back to the Council, such that continued improvement is maintained after our involvement has ended. We believe that an implementation project is only completed once all required knowledge and ownership has been transferred to the customer’s ‘business as usual’ team. To ensure this we:
- Developed a Knowledge Transfer Plan, involving input from all members of the project team. This covered data migration, configuration & development, training, testing and other linked business processes such as reporting
- Trained the ‘business as usual’ staff on an ongoing basis in all aspects of the systems and their maintenance, and involved them in decision-making and regular activity at all times
- Documented all decision-making and processes and produced user guides for the administration team
- Advised on setting up a User Group for each system, to oversee, develop and ongoing change management, and to embed ownership of the systems with the end users’ representatives
- Gradually handed over tasks during the course of the implementation, so that the customer could manage their own systems at the point of the post go-live mop-up releases, approximately 6 weeks after go-live.
At this point, Council staff were able to utilise all product functionality, manage and support the systems, run an effective Help Desk and manage future development and ongoing training.
Achievements
All systems were successfully implemented and went live on the agreed date of 9th August 2021.
The only slippage was due to the Covid-19 pandemic but we were able to be flexible to meet the Salford City Council's needs.
Some of the ways that we adjusted the way we worked during lockdowns was by developing training videos and moving workshops and user acceptance testing (UAT) sessions online rather than face-to-face.
