S A Martin Consulting Ltd

We are a specialist social care finance consultancy built on more than a decade of deep, hands-on experience with Liquidlogic Finance and ContrOCC across both Adults’ and Children’s Social Care. The expertise we bring into the company comes from working at every level of the system lifecycle, from full end-to-end implementations to targeted health checks, rescue engagements and post go-live optimisation. This experience spans small unitary authorities through to the largest county councils, giving us a grounded understanding of how ContrOCC must operate in very different organisational contexts.

Our approach is shaped by extensive experience working across finance operations, reporting teams, application support, social care practitioners and senior stakeholders. We combine detailed technical knowledge of ContrOCC configuration with strong change management, governance and engagement skills, ensuring systems are not only technically sound but embedded in a way that delivers real operational and financial benefit. Having worked supplier-side, local authority-side and as an independent contractor, we bring a balanced, pragmatic perspective that focuses on outcomes rather than theory.

The capability we bring into the business includes in-depth expertise across the full ContrOCC suite, including Adults Payments and Charging, Financial Assessments, Children’s payments, Provider Portal, Online Financial Assessments, Contract Documents and Financial Protection. This is complemented by strong reporting capability using SQL, SSMS, SSRS and Report Builder, and a proven track record of redesigning processes, simplifying complex payment arrangements, improving data quality and enabling councils to move away from manual workarounds such as spreadsheets.

We are experienced in supporting councils through complex change, including full system implementations, phase two modules, configuration reviews, stalled project recovery and targeted reconfiguration of problem areas. Our work consistently focuses on reducing risk, improving usability, strengthening financial control and helping organisations realise the full value of their social care finance systems.
